FINES AND FEES

 

NON-RESIDENT PATRON FEE

Since the library receives its operating fund from the taxpayers and/or residents of Escambia County, there is a fee for non-resident patrons who wish to borrow library materials. This non-resident fee is $50 per year. This fee is in lieu of the tax monies that are paid to the local governments by resident and ad valorem tax payers. Borrowing privileges are extended to the individual only and only the actual card holder may access Internet computers.

 

Overdue fines are as follows:

Overdue fines will not exceed the price of the overdue item.

The issuance of overdue notices is a courtesy to borrowers, not a legal requirement. Non-receipt of a notice does not eliminate liability for outstanding materials or fines.

Patrons with overdue fines of $3.00 will be blocked from borrowing materials or using Internet computers until the fines have been reduced to under $3.00.

Patrons will be charged $3.00 for a replacement card. In the case of a non-resident card, the replacement will have the same expiration date as the original.

 

LOST AND DAMAGED MATERIALS

A patron will pay full original cost plus a non-refundable $5.00 per item processing fee for all lost or damaged materials other than “browsing” paperbacks. The full price plus a non-refundable $1.00 processing fee will be charged for lost “browsing” paperbacks. Staff will determine whether an item is damaged beyond repair. If an item cannot be repaired, the patron must pay the full price of the item plus the processing fee. Patrons may replace lost or damaged items with an exact ISBN replacement copy. The $5.00 per item processing fee will still apply.
The following items cannot be repaired:
a) Books or other materials which have been wet.
b) Video and audio materials damaged by heat.
c) Compact discs severely scratched or warped.
d) Books from which pages have been torn.
If items can be repaired, the following costs will apply:

Charges for damages will not exceed the cost of the item plus the processing fee.
Refunds – Patron must present the receipt along with the material to receive a refund of the cost of the material. Processing fees are not refundable. Refunds must be requested within six months of the payment for the lost item.
